Service Design in Policy Trends 2015~2020

晚上在看這片去年紐約服務設計年會的演講「服務設計與公共政策趨勢 2015~2020」,談這幾年服務設計如何進入歐洲公部門及其影響,還有2015~2020的未來變化與相關預測,精簡有趣!
1.更敏捷的採購模式(agile procurement)會變成一般標準。
2.政府原本就有需求要支援企業(譬如中小企業)與經濟發展,現在開始有專案引導特定區域與特定產業運用服務設計,並有效提升產業發展。(舉了威爾斯製造業的例子)
3.過去政府會舉辦設計獎項、設計展等等,但現在政府投入設計行銷會變成策略性投資。(ex.芬蘭投入1700萬歐元規劃赫爾辛基世界設計之都,同時關注公部門與私部門的設計領域,並提升3%的觀光)
4.現在公部門開始越來越需求服務設計教育培訓,需要建立服務公部門的課程。
5.服務設計方法開始運用在實際制定政策的層面,而不單只是發展特定服務 。(舉了英國是否應該立法通過安樂死的爭議專案,如何開始導入服務設計作為意見溝通的方法。以及運用服務設計幫助政府思考如何協助企業創新)
6.政府開始讓商業模式設計和服務設計的專案申請資金補助和輔導,過去難以想像會接受這樣的申請案。
7.跨領域的政府部門開始投入設計研究,但不是為了設計業本身,而是為了個別的專業部門。(譬如英國人文藝術研究基金會(Arts and Humanities Research Councils)投資600萬鎊到設計研究)
8.設計能力開始慢慢變成政策制定者的基本資格要求,這類的敏捷採購會開始出現在政府人才招募的領域。(英國內閣開出培訓10000公務員包含高級官員具備服務設計能力的顧問採購案,歐盟開始發展EU policy lab培訓歐盟行政部門的服務設計能力)
9.接下來5年將會看到部分先進的政府服務部門獨立轉換變成服務設計顧問公司,就像過去政府業務變成國營企業。(舉了英國皇家鑄幣廠Royal Mint的例子,假使英國最先進的科技部200名員工變成企業,就會變成全球最大的科技顧問公司之一)
Anna Whicher
Anna Whicher is the Head of Design Policy, PDR: International Centre for Design & Research. From 2009 to 2015, Anna led the SEE network of 11 European partners delivering workshops to government and conducting research to accelerate the take-up of design in innovation policies and programmes . She is a board member of the Bureau of European Design Associations and an advisor to the UK Design Council (www.designforeurope.eu). Previously, she has worked in UK Parliament, the French Ministry of Foreign Affairs and for Siemens in Paris.
Paul Thurston
Paul Thurston, Head of Service Design at PDR International Centre for Design & Research. A graduate of Central St. Martins College of Art and Design, Paul has over 10 years commercial experience working on high-profile service design projects and following his early career in advertising he helped to establish Thinkpublic as one of Europe’s leading public service design companies.
At PDR, Paul manages a diverse portfolio of work, ranging from commercial private sector projects to government-funded programmes. Since joining PDR, Paul has cemented its reputation as an international centre for service design expertise and research, built up an award winning service design team and co-chaired the 2013 Service Design Global Conference in Cardiff.
Most recently, Paul led a consortia of European partners in The SPIDER project, a €2m programme that built capacity for service design within inexperienced public bodies. This focused on delivering service design projects and training along with capacity building tools across Belgium, France, Ireland and the UK.
“Service Design Policy Trends 2015-2020”
More and more European countries are recognising service design as an approach to innovation in the private and public sectors. Design Action Plans have been developed by governments in Denmark, Estonia, Finland, France and Latvia as well as by the European Commission. The SEE network was funded by the European Commission to accelerate the up-take of design in government policy. 112 workshops in service design methods have been delivered to over 1,000 policy-makers. As a result of these workshops, advocacy and research, the SEE network has integrated service design into 18 policies and 48 programmes. We will share our experiences in integrating design into policy, the trends for 2020 and what this means for designers, businesses and governments.
